2nd Local Transport Plan Progress Report

1 Foreword

We  are pleased to submit this 2008 Progress Report, which describes how we are meeting our objectives set out in our second Local Transport Plan, and how we will tackle the remaining problems and issues over the remainder of the LTP2 period until 2010/11.

We have achieved some significant success over the first half of the LTP2 period, such as increasing the levels of usage of public transport, cycling and walking and reducing the number of children killed and seriously injured on our roads.

Overall we have made good progress in meeting our targets, although we acknowledge there are still areas where we must improve. We are examining and improving the way in which we performance manage and deliver our services, seeking to maximise results whilst providing good value for money.

Although the LTP2 period covers only five years, circumstances change rapidly. Local Area Agreements now cover a much wider range of council services, and the reporting regime has changed. This offers us greater potential to ensure transport can play a fuller role in meeting a variety of objectives. The Government's 'Towards a Sustainable Transport Strategy', and increasing emphasis on climate change also throw up significant challenges which we are addressing.

We also set out in the report the challenges we expect to face over the remainder of the LTP2 period and give examples of the types of measures we are intending to implement, in particular to sustain economic growth and promote social inclusion whilst protecting the environment.
