5.5 Sustainable Communities

5.5.1 Transport has an impact on the sustainability of communities in terms of:

  • The environmental impact of travel and of transport infrastructure
  • The quality of the built and natural environment
  • The accessibility of jobs, schools, health and other services
  • The strength and diversity of the local economy

5.5.2 From the outset, LTP2 policies were appraised using Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment as appropriate to ensure that they do not have an adverse effect on the environment both within Greater Manchester and neighbouring areas.

5.5.3 With its focus on increasing travel by non-car modes, the LTP makes a direct contribution to  sustainable communities. By increasing the number of journeys by public transport, walking and cycling (see 6.2 ‘Delivery & achievements to date’) we are slowing the growth in car travel and hence contributing to cleaner air and a reduction in the gases that cause climate change. However we also work directly and with partners to reduce the environmental impact of the transport network. These activities are described in 9 ‘Air Quality & the Environment’ .

5.5.4 By tackling congestion and facilitating the regeneration of town and city centres we are contributing to the growth of the local economy. The area appendices include examples of how transport investment is contributing to local regeneration schemes. We are also working to improve the accessibility of key facilities, not only through the provision of transport but by influencing planning authorities and service providers like the health sector to site new development in locations that are accessible (see 7 ‘Delivering Accessibility’).
