12.2 SWOT Analysis

12.2.1 In order to assess strengths, weaknesses, opportunities and threats for Greater Manchester in meeting LTP2 objectives, a number of workshops were carried out in May 2008. 

12.2.2 Initially, officers from the 10 authorities, GMPTE, GMTU and GONW considered the questions;

  • What were we doing well in 2006 and are continuing to do well now?
  • Have we turned any weaknesses into successes?
  • Have we successfully dealt with/exploited any new issues?
  • How do other people see us?
  • What do we think we do better than other Met areas?
  • What have we been criticised for in the past?
  • Have any strengths become weaknesses?
  • How have we dealt with previously identified problems, and with what success?
  • What are other Met authorities doing better than us?
  • What opportunities are there (within AGMA and with other partners/stakeholders)?
  • How can forthcoming changes be turned into opportunities?
  • How are we intending to exploit these opportunities?
  • What changes are coming that will effect Greater Manchester?
  • What do other Mets/City-Regions have that we don't?
  • Have we assessed the risks?
  • How are we going to deal with these threats?

12.2.3 Following this initial workshop, SWOT analysis sessions were carried out with our partners (including the airport, public transport operators and PCT representatives) to discuss in detail issues brought up in the main meeting in more detail.

12.2.4 Focused SWOT workshops were also carried out by chief engineers, work and school travel plan officers, and public transport projects team.

12.2.5 These discussions identified a wide range of issues, and this aided greatly in the production of this document.
