4.3 Changes to Targets

BV187 Footway Maintenance

4.3.1 Some individual Councils have amended their carriageway and footway maintenance targets in the light of recent data and revisions to their work programmes.

BV102a Bus Patronage

4.3.2 The 2003/04 base reported in LTP2 was found to have been calculated by a slightly different method from subsequently reported annual figures, and was amended to match the PTE published value of 226.5 million journeys. In addition, the 2005/06 figure representing the start of the LTP2 period was also altered following an audit of the figure which indicated that journeys relating to under 5's should be removed from the total in line with new national definitions, from 219 million to 216.4 million.

4.3.3  Our 2010/11 target of 230 million journeys remains unaffected. However, as a result of the changes to the base year figures, the projected percentage increase from the 2003/04 base is now less, at 1.5%, and from 2005/06 is now more, at 6.3%.

BV102b Rail Patronage

4.3.4 The rail patronage target was stretched (because this figure was exceeded at an early stage) from 19.6m passenger journeys to 21.73m in 2010/11. Consideration is being given to a further stretching in the light of recent good performance.

LTP1a Accessibility to Key Interchanges

4.3.5 The 2005 base was recalculated after DfT informed us of an error in their base data. The target, which was for no further deterioration, has been maintained at that level. However because it has been re-based, it is now for 83.6% of households to be within 30 minutes of access by public transport to a Category A interchange or Manchester City Centre by 08:45.

LTP1b Accessibility for People on Jobseekers Allowance

4.3.6 This indicator has also been re-based, for the same reason outlined above in respect of LTP1a. The new baseline is 86.5%. The target, which was for no further deterioration, has been exceeded but given the instability of the bus network and the fact that journey times are affected by congestion, we do not intend to change it at this time.

LTP8 Air Quality

4.3.7 The target based on modelled concentrations at testing points has been dropped in favour of one based on emissions from road traffic, as described in the  4.2 ‘Review of Indicators’ section. This does not reflect a change in performance, just the way in which it is expressed.

LTP10a Accessible Infrastructure: Wheelchair Accessible Buses

4.3.8 The 2007/08 target was exceeded, and the target was stretched accordingly, to 81% of the fleet  accessible to wheelchair users by 2010/11. The target takes account of operator plans for fleet replacement.

LTP10b Accessible Infrastructure: Raised Bus Stops

4.3.9 The baseline has now been established, and the 2010/11 target set at 88% of stops on Quality Bus Corridors. This reflects the planned improvements contained in the QBC programme.

LTP10c Accessible Infrastructure: Rail Stations

4.3.10 The target year has been extended from 2008/09 to 2009/10 to reflect Network Rail's improvement programme, and the trajectory altered. The LTP 2008/09 target has been revised from 61 to 60 accessible stations, and the 2009/10 target set at 62 stations.
