6.1 LTP2 Proposed Plans

6.1.1 The overall congestion and network management strategy involves joint working between local authorities,the Highways Agency, GMUTC, GMPTE and public transport operators. Elements of the strategy can be divided into the following four main areas:

• The GM Congestion Target Delivery Plan for reducing congestion on 15 major routes
• Local and area-wide traffic and network management strategies and schemes to make the best and most efficient use of the network
• Public transport improvements to improve capacity, journey times and encourage a modal shift away from single occupancy vehicle use, especially in peak periods
• Smarter Choices measures to encourage and facilitate behavioural change modal shift
