8.1 LTP2 Proposed Plans

8.1.1 Our desired outcomes for LTP2, when compared to the 1994 to 1998 baseline, were:

  • a 50% reduction in the number of people killed and seriously injured by 2010,
  • a 55% reduction in the number of children killed and seriously injured by 2010,and
  • a 30% reduction in the number of slight casualties by 2010

8.1.2 We proposed to analyse data to focus on areas where returns in casualty savings would be greatest and to continue with tried and trusted techniques which are proven to have a significant impact on safety and security.

8.1.3 We identified areas of concern on the main and minor road networks, and highlighted the problems of speeding on our highways. We welcomed the changes to the funding for safety camera activities and partnerships which gave greater flexibility.

8.1.4 We proposed to introduce measures for speed management and improve the number and safety of pedestrian crossing points.
