The ten City and Metropolitan Borough Councils are the local highway and transport planning authorities for their areas.
They identify and develop schemes for LTP funding related to road safety, local highway improvements, traffic calming, other traffic management and pedestrian and cycling facilities. They also have an important role in the implementation of schemes to assist public transport, and working together on strategic transportation issues at the Greater Manchester level.
The Greater Manchester ITA is the designated Local Transport Authority for Greater Manchester, and is responsible for the identification and implementation of schemes to improve the public transport network in partnership with Districts and operators.
