Consultation and the facility for stakeholders, organisations and the general public to give their views on the Plan and its implementation are a vital part of the LTP process. The Plan will be successful only if it achieves ownership by the providers and users of the transport system.

The Plan itself was subject to widespread consultation, and this theme continues with each Annual Progress Report. An External Liaison Group meets three times a year to represent the views of stakeholder organisations. Information for, and consultation with, the general public takes place under the "Transport Matters in Greater Manchester" banner, and two editions of a newspaper with a questionnaire on current transport topics have been produced and circulated through a wide variety of outlets. Newspapers specifically about cycling initiatives – "on Yer Bike in Greater Manchester" has been produced annually since 2002.

Further development of consultation initiatives is taking place through questions to Citizens' Panels, and also the establishment of Focus Groups to seek the views of those sectors of the population whose responses are under-represented in the usual consultation methods.
