LTP1 was produced by staff from the constituent authorities working together on a temporary basis, and LTP2, together with monitoring and review, is co-ordinated by a permanent team, the Greater Manchester Joint Transport Team (GMJTT), seconded from those authorities. Finance to implement the Plan's proposals comes from the annual LTP settlement made by Government, from separate Government grants, and from the revenue resources of the Districts
Reporting Relationships
The GMJTT reports to the Greater Manchester Local Transport Plan Steering Group (LTPSG), comprising staff from the eleven authorities, Manchester Airport , Government Office for the North West, the Highways Agency and the Greater Manchester Transportation Unit . In turn, the Steering Group reports to the Association of Greater Manchester Authorities (AGMA) Executive, comprising the Leaders and Chief Executives of the authorities. Certain aspects are reported to meetings of the District Executive Members for Transportation.
AGMA is a representative body for all the District Councils in Greater Manchester. It deals with issues that need resolution at the countywide level, and is advised by the Chief Executives of the Councils. AGMA works on a co-operative basis, since it has no legal status as an Authority, but the decisions that it takes unanimously are implemented by the constituent Councils.
GMPTA is a statutory body made up of elected Members appointed by the ten District Councils, and determines the policies for public transport in the County area. It therefore works in close association with AGMA on the LTP, as the legally nominated Local Transport Authority for the Plan.
